The City of Whitewater has a City Council/Manager  form of government.
Police and Fire
Police Department: 
24 full-time sworn personnel
Fire Department: 
48 volunteer fireman as well as emergency medical  technicians, combined totaling 75 volunteers.  The department’s equipment includes 4 ambulances and 8 trucks.
Other
The City provides standard services such as street maintenance, snow removal, residential refuse collection, street lighting, a public library, and a park and recreation program.  The City also has a zoning ordinance and comprehensive planning ordinance.

Whitewater residents are served by a wide range of health care facilities and health professionals.  The Mercy Whitewater Medical Center, Fort Atkinson Memorial Health Services, and over 100 additional clinics scattered throughout Walworth County provide quality health care services for residents.  Further, Lakeland Hospital and the affiliated Lakeland Counseling Center are located twenty one miles east in the nearby City of Elkhorn.  Finally, Fort Atkinson Memorial Hospital, located seven miles away in the City of Fort Atkinson, offers comprehensive health care services to City residents.
